Objectives

Support activities that will improve Sino-Japanese relations.

Promote mutual understanding and trust between Japanese and Chinese people.

Improve the Japanese public's understanding of China, its culture, and its history.

Inform the public on the importance of (1) Japanese humanitarian and environmental efforts in China and (2) economic assistance to support a stable, sustainable economy in China, and thus the East Asian region.

Importance of Sino-Japanese Relations

In order to maintain and strengthen the security and prosperity of Japan, a peaceful international environment is essential, in addition to the stability, security, and prosperity in Japan's neighboring countries in the East Asian region. Therefore, building stable and cooperative ties between Japan and China and improving China's domestic stability and sustained development is extremely important for the future of Japan.

Consequently, in order to create an environment of cooperation in which no country in the Asia-Pacific region is isolated, Japan will continue to support China's openness and reform-oriented policies, as well as working towards deepening China's involvement and participation in the international community. Furthermore, it is desirable to encourage a more open and stable society in China, which is willing and able to fulfill its responsibilities as a member of the world community. Therefore, it is important for Japan to build broad, multi-layered relations with China, by promoting bilateral political, economic, and cultural cooperation, as well as grassroots and academic cultural exchanges which will improve the mutual understanding and trust of the two countries.

Japan's Basic Policy Toward the People's Republic of China

In order to ensure the stability and prosperity of the Asia-Pacific region, it is important to encourage China to become an even more constructive partner in the international community. In particular, the following points are stressed in our policies toward China: (a) Support for China's open and reform policy (implementation of economic cooperation, support for China's early accession to the WTO, etc.) (b) Promotion of bilateral and multilateral dialogue and cooperative relations (high-level exchanges, Japan-China security dialogue, ASEAN Regional Forum, APEC, etc.)
