Here's the general vision, in brief format (points are in a vague order of importance):

Katya believes this plan is sufficient for charging the bloodline. I believe it keeps the focus of Scouting in the appropriate place-- youth and service. It doesn't discuss the internal rituals that serve to focus attention on the Scout Leader; we assume those will be adequately defined over time.

As to funding, I think having some autonomous funding is a good thing, but governmental support (either on a planetary or Hegemonic scale) for the service year and for Scouting Reserve could potentially include some financial resources as well.

Reclaiming Sundown, or space exploration, are other things that Scouting could grow into over time, although the resources required for Sundown might be vast, and expanding the sphere of the Linked Worlds runs into problems with the Flames ritual.

Anyway, that's the framework we're looking at. Major political points will be the creation of the Scouting Reserve and the service year requirement; a smaller one would be control of Craterrock. Identifying a few other turning points would be good.
