I think that getting jurisdiction over civil defense, emergency
management, and other things that are currently government jobs is
another point(s) to be won.<p>

Jumpgates are darned expensive.  You need government-level resources
to build one.  The Brochoah Contract is not enough for that.<p>

Some of the things listed there are going to require some amount of
career-servict roles.  You had Scoutmasters before, but it seems to
me that you might have to expand that.
