 Requirements:
   12 merit badges total, including
     Citizenship in the Hegemony
     your choice of Planetary Politics or Small Unit Tactics
     your choice of Tactical Psychology, Marketing, or Propaganda
     your choice of Weather Forecasting, Navigation, or Applied Luck

   Service Project I: Providing significant benefit to the people of a
   community. (Can not commence until after you have earned Citizenship in
   the Hegemony and one other merit badge.)

   Board of Review

Millennium Scout Requirements:  
   20 merit badges total, including
     Citizenship in Humanity
     your choice of Logistics, Battlefield Tactics, or Fleet Maneuver
     your choice of Leadership, History, or Mathematics
     your choice of Alien Relations or Diplomacy
     your choice of Art, Music, or Theater
   and three others 

   Service Project II: Providing significant benefit to the people of a
   world.  (Can not commence until after you have earned Citizenship in
   Humanity and one other merit badge.)

   Board of Review

Phoenix Scout Requiremenets:

   30 merit badges total, including
     your choice of *Galactic Politics or *Grand Strategy
     your choice of Counterinsurgency, *Asymmetric Warfare, 
 		or Unconventional Warfare
     one badge chosen by each of the three members of your
		Millennium Board of Review
     and four others

     Hippocrates: Psychohistory/Int Analysis
     Katya: "Cooperation"/Administration/Marketing 
     Janzur: asks that Jim put himself explicitly in the service of
	     each member of the Hippocrates crew for one task that
	     they personally need help with.
     Jayla: Beekeeping

   Service Project III: Providing significant benefit to the people
     of the Hegemony.  (Can not commence until after you have earned
     1 merit badge towards Phoenix after receiving the rank of
     Millennium Scout.)
