This is a standard Paint By Numbers puzzle, except that some cells can count for half. To color in half a cell, draw a diagonal line from one corner to the other, then shade in one of the two resulting isoceles triangles. Here are some examples of how you might color in a "1 1½" row that's four cells wide:
