Reading these two-digit numbers as alphanumerics reveals the answer, WOODY'S ROUNDUP. (Woody is presumably the appropriately named mayor of Arbor Day Town, and by rounding up pi he hopes to resolve the problem of having infinitely many digits to contend with.)
