Toronto: Solution

For the first part of the puzzle, the music is all by Johann Sebastian Bach. Bach's compositions can be identified by their BWV number. Identifying the pieces and doing the arithmetic indicated will produce an IP address:

First group of numbers:

[({Concerto for Two Violins in D Minor, BWV 1043} - {Fugue in C minor, WTC I, BWV 847}) + ({Concerto in F Minor, BWV 1056} - {Brandenburg Concerto No. 5, BWV 1050}) + 7]

Second group of numbers:

[({Concerto for Three Harpsichords in D Minor, BWV 1063} - {Brandenburg Concerto No. 4 in G Major, BWV 1049}) - 7]

Third group of numbers:

[({The Christmas Oratorio, BWV 248} - {St. Matthew's Passion, Pt. 1: No. 8, Aria "Blute nur, du liebes Herz!", BWV 244}) * ({Bach - Invention No. 13 in A Minor, BWV 784} - {Invention in F Major, BWV 779}) * 7]

Fourth group of numbers:

[(French Suite No.6 in E Major, BWV 817 + The Goldberg Variations, BWV 988 - Prelude and Fugue in A major, BWV 888) / 7]

1043-847+1056-1050+7 = 209

1063-1049+7 = 21

(248-246)(784-779)7 = 70

(817+988-888)/7 = 131

The required IP address is, therefore, 209.21.70.131.

It is presumed that the Toronto news article shown at the bottom of the puzzle was at that IP address. The vices in the article had certain letters capitalized. Anagramming them produced INDEPENDENT LIVING GROUP, which was the answer.
