Section 1: Policy

  1. Any member of Burton-Conner may keep ("squat") the same room, provided that member is eligible to remain in Burton-Conner regardless of priority, with the following exceptions:
    1. Those whose eighth term of housing would be complete at the end of the fall term of an academic year ("inbetweeners") are subject to the rules outlined in Section 1, Rule 3a(i).
    2. Participants in a "room exchange" are subject to the rules outlined in Section 3.
    3. A resident who is granted eligibility to remain in MIT undergraduate housing for more than eight terms will not be given squatter's rights in the additional terms but will instead choose after the senior class remaining in the dormitory for the next term.
  2. Any room which is part of an up-down (duplex) suite belongs to the floor of which it is physically a part. Residents of such rooms are residents of that same floor. Residents living in an up-down suite will be granted higher priority for floor-to-floor transfers to the floor sharing that suite than other dormitory residents.
  3. Any remaining vacancies may be selected by any resident of Burton-Conner in accordance with the priority system defined below:
    1. Each term, each Burton-Conner resident is assigned a 6 digit priority number. These numbers reflect priority standing as follows:
      1. Number of terms of eligibility for MIT undergraduate housing. Inbetweeners (defined in Rule 1) may request that the Room Assignment Chair (RAC) decrease this number by 1 so that they are, in priority, part of the class with which they will graduate. If an inbetweener exercises this option and then remains in Burton-Conner for an eighth term, that person's priority will be determined as though he/she were a ninth-term resident (see Rule 3c(iv)). If he/she remains for a ninth term, squatters' rights are withdrawn, and the person chooses after the senior class remaining in the dormitory for the following term.
      2. Previous floor residents have priority over new dormitory resident.
      3. Current type of room.
      4. Previous type of room.
      5. A two digit number which reflects the floor priority of a resident in relation to priority of other residents of that floor who are otherwise at the same priority level.
    2. More specifically, these numbers are determined by the room assignments coordinator(s) using the following guideline (note: the lower the number the higher the priority):
      1. The first digit signifies the remaining terms of eligibility for MIT undergraduate housing, as determined by the Residence and Campus Activities Office. For example: for a second term freshman the number will be seven, while for a second term senior, the number will be one.
      2. The second digit signifies whether the resident is a transfer into the dorm. It will be zero if the person lived in Burton-Conner the previous term, otherwise it will be one.
      3. The third digit will signify the current type of room: 3 for a single, 2 for a double, 1 for a triple.
      4. The fourth digit signifies the type of room the resident lived in the immediately preceding term, with the numbering the same as above with the additions that a person who squatted gets a zero and a first term resident gets a four.
      5. The final two digits signify the floor priority of a resident in relation to the priority of the other residents on the same priority level. Initially, this number is generated randomly for freshmen living in singles and doubles; for those living in triples, this number is generated such that higher priority is assigned to rooms which are base crowds (and randomly within base crowds), and remaining priority is assigned according to the list (decided by the Residence and Campus Activities Office) included at the end of this policy. Note: Base crowds are rooms which are designated triples.
    3. Changes in priority due to room changing: A move occurs only when a resident changes rooms. Changes in the first four digits follow the guidelines set above. For the final two digits: When a single resident within a given priority level moves, the resident's two digit number is set below all other floor residents within that priority level. Whenever more than one resident within a given priority level moves, their two digit numbers are set below all other floor residents within that priority level, with relative priorities inverted.
      1. Example 1: Two residents in triples move to doubles simultaneously. The resident who chose first will have lower priority on the next priority list.
      2. Example 2: Two residents in triples squat. Their priorities are not inverted on the next priority list.
      3. Exceptions to this guideline follow:
        1. All transfers choose after all current residents. This includes transfers from one floor to another.
        2. Freshmen or transfers moving before their second term in Burton-Conner to the same type of room were in during their first term of residence will initially have a fourth digit of zero and will not have their last two digits inverted.
        3. Interfloor transfers - An interfloor transfer chooses any room available after all members of that floor have chosen a room. In the next rooming, the transfer student assumes their place in the priority list as governed by the six digit priority system.
        4. A resident of Burton-Conner staying in the House after his/her class has graduated and still having eligibility may choose a room after the senior class remaining in the dormitory for the next term.
    4. A person shall retain a position on a priority list as long as he/she maintains residence in Burton-Conner.
    5. Room assignments are official at the RAC's discretion. In case of unexpected non-return of students on a particular floor, room assignments for that floor may be redone. The revised priority list will be established at this time.
    6. In case of the unexpected non-return of students on a particular floor during the summer (last week of classes Spring term through first week of classes Fall term) room assignments for that floor may be redone. Using the existing Priority list the Floor Executive Committee Representative(s) will ask each floor member below the non-returning student if he/she would like the open room. Re-rooming may NOT be called. Any transfer students assigned to the floor may be moved at the discretion of the Rooming Chair(s) in accordance with the rooming results.
  4. A person squatting in his/her room in a single sex suite may choose to keep the suite single sex. If that suite is the only possible single sex for that sex on that floor, a person remaining in the suite even if s/he moves from one room to another, may choose to keep that suite single sex.
  5. In a coed suite the maximum difference allowed between genders is three, unless a signed waiver is presented to the RAC at the time rooming is done. Additionally, there must be a least one upperclass resident of each sex in that suite. (For this purpose, upperclass includes second term freshmen.)
  6. If a vacancy occurs in a double, the incumbent resident within the time limit set forth by the RAC may choose a person to fill that vacancy, provided that person is willing and is already a resident of Burton-Conner. In the case of a single vacancy in a triple, both incumbent residents must agree that the new resident is acceptable. In the case of two vacancies in a triple, the incumbent resident may choose people to fill the vacancies as outlined above.
  7. If a resident of Burton-Conner should leave the House due to documented medical absence, for academic study (the student must be participating in an MIT program such as Study Abroad), or for another reason approved by the RAC, the resident shall return with priority at the bottom of the block (single, double, triple) of the term list of which the member would have been a member if no interruption in residence had occurred, and that priority shall be used in determining the room to which the resident returns.
  8. A resident of Burton-Conner, having left the House (under circumstances not mentioned in Rule 7) and returned, shall choose after all current residents.

Section 2: Execution of Policy

  1. The following is a guideline for conducting rooming.
    1. It is the responsibility of the RAC to notify each floor chair that rooming is to be conducted. In turn, it is the responsibility of each floor chair to notify the RAC of the date that rooming will occur on that floor. The RAC shall post a list of the dates that rooming will occur on the House Bulletin Board.
    2. Each floor chair shall poster on his/her floor that rooming will occur on the date specified at least three days in advance of conducting rooming.
    3. Residents who are not present for rooming may ask proxies to choose rooms for them. Residents who fail to be present at rooming and who do not designate proxies shall squat their rooms for the following term and do not retain the right to "re-call" rooming (see next paragraph). Exception: Residents in this category not retaining squatter's rights for the following term shall have priority at the bottom of the term list.
    4. Each resident (except as noted in the previous paragraph) has the right to ask that rooming be re-done ("re-called") at any time during the conduction of rooming or on the following day. If a re-call occurs, the floor chair shall resume rooming at the point of the person who re-called. The re-caller is entitled to choose the same room; however, if the suite of which the chosen room is a part remains identical in the new iteration, any further re-calls by the original re-caller must be accompanied by a stated reason for the re-call.
    5. The RAC is to be notified of the room assignments for each floor on the second day after rooming occurs. If rooming cannot be completed on the designated day and rescheduling is necessary, the RAC must be notified of the new date and the process (postering, proxies, etc.) must begin anew.
  2. The RAC shall be responsible for assigning all rooms in Burton-Conner in accordance with this guideline. Any appeals involving room assignments should be made to the RAC and then to the Executive Committee, in accordance with the Burton-Conner Constitution.
  3. All house residents shall be notified of rooms which become available; priority for available rooms shall be determined as outlined in Section 1. If no resident wishes to move to a vacant room, the Residence and Campus Activities Office retains the right to forcibly decrowd residents living in crowds. Should a vacant room be offered to the residents of Burton-Conner and remain vacant, the student with lowest priority among the crowded students (of the appropriate gender) on that floor shall be forcibly decrowded. He/she shall be granted priority as if he/she had squatted the new room.
  4. The Room Assignment Coordinator should assign transfer students equitably among the floors, keeping in mind the relative class sizes on each of the floors.

Section 3: Special Circumstances - Floor Jurisdiction

  1. Floor Governments may not alter in any way part of the House-wide room assignments policy dealing with:
    1. Transfers (as per Section 1), either from outside the dorm or from floor to floor,
    2. The coed policy (as per Section 1, Rules 4 and 5) and
    3. Room "retention" or "squatter's rights" (as per Section 1, Rule 1)
  2. Other changes in policy or procedure regarding room assignments may be made by Floor Governments if and only if:
    1. 75 percent of the Floor Governments' members desire such changes as expressed by a written and signed petition (see guidelines below);
    2. All requests for alterations are made to the Executive Committee in writing;
    3. The Executive Committee approves such requests; and
    4. Any room exchanges approved are sanctioned by all those on the floor with higher priority levels (lower priority numbers). A room exchange which occurs and is not sanctioned by all such residents is not allowed. Residents who do not sanction the exchange retain the right to request that JudComm hear any grievance. Additionally, residents exchanging rooms do not retain the right to squat for the following term. Such residents will be assigned priority as if each had moved to the room which offers lower priority. Example: A resident of a double exchanges rooms with a resident of a single. Both residents are assigned priority as if they had moved to the single. Neither can squat their new room for the following term.
  3. Guidelines:
    1. It is the responsibility of the Executive Committee Floor Representative to explain the significance of the proposed changes to floor members at floor meeting, before circulating a petition.
    2. Any transfers from outside the House should be familiarized with the Burton-Conner Room Assignments Policy by the Executive Committee Representative.

Section 4: Summer Term

This Policy (above) does not apply during the summer term. Summer rooming will be done by the Summer Desk Captain and the House Manager. The open floors will be determined ahead of time by the House Manager.

  1. Priority for summer rooming will be as follows:
    1. Floor residents of the open floors - automatically get their fall rooms
    2. Graduated Seniors
    3. Juniors
    4. Sophomores
    5. Freshmen
    6. Non-Burton Residents
  2. All rooms will be singled unless requested otherwise.
  3. Summer rooming is only done once. You have one week after it is done to swap rooms before rooming is final. The House Manager and Summer Desk Captain must be notified of the switch.

Section 5: Amendments

  1. Amendments to this policy become effective immediately after passage by a majority of the voting members at a House Meeting at which quorum is present.

Note: This list is accurate on March 12, 1993. Changes to this list may be effected by the Residence and Campus Activities Office. The RAC shall notify affected floors should changes to this list occur. (Rooms in parentheses penciled in)

Addendum to Rooming Rules (April 24, 2000)

These rules are meant to reconstitute rules that were passed in 1997 in a house meeting.

This is to be added to Section 2, Rule 1:

Each resident is limited to three re-rooming calls. The first may be given without a stated reason. The second re-rooming call has to be given with a reason clearly stated to the floor chair. The goal at this stage should be to try to settle the dispute causing the re-rooming calls. The last re-rooming call will have to be presented to a committee of 2 JudComm members, 2 rooming coordinators, and a house officer who will then vote on the issue. The decision of this committee will be binding.
