The Scouts were originally a small elite organization. This organization has to be much larger and more inclusive. (How were candidates selected or involved? Were there many candidates and many washouts, or few candidates and few washouts?)

It's easy to be more inclusive simply by vastly increasing recruiting, but you have to think about retention of people who would have been considered marginal in the original organization. That means lowering standards in some sense. You could create an elite corps at the top which continued executing the original Scout mission, but this tends toward double-standards, and will have to be carefully looked at.
