If Scouts are going to encroach on government territory, encroaching on something that might be theoretically governmental, but which the government currently doesn't actually have any power over is a good place to start. Especially when we can just turn it over to them, without too much work at all.

I think with a little work, it could be nicely turned into "Scouts deal with Nature - exploration, rescue teams, reclaiming sundown/craterrock (and maybe Vircus, if we open Vircus), running/building gates". My only concern is that many of those projects can be finished in less than a thousand years, so they might run out of things to do. But it does let them start with a bang.
