How does the thickness of the earth's mantel effect the weather?

If you presume the earth’s core is constantly cooling, seeking equilibrium and the insulation value of the mantel 
varies due to the depths of the oceans and the heights of the mountains ( thickness = R value )-- then there 
must be areas of the earths surface that produces more or less of a temperature differential and this must 
affect the weather.
Are there any studies or data available on this theory.
