Ontario Education Minister Dave Cooke says that the province
cannot force universities to abide by its controversial "zero
tolerance" harassment policy, but encourages them to do so.

Although Universities are legally autonomous, they are also publicly funded.
One wonders whether an "uncooperative" University might be
penalized financially.
